Every programme (or group of programmes) in higher education has a programme committee. A programme committee is a formal participation body and consists of half staff and half students. The programme committee's task is to monitor the quality of the programme. A number of rights and tasks flow from this:
- Right of consent and advice on parts of the Teaching and examination regulations (TER) of the programme;
- Annual assessment of the manner in which the TER is implemented;
- Provide solicited and unsolicited advice to the Education Board and the dean on all kinds of education-related matters; and,
- Advisory task with regard to quality assurance.
The rights and tasks of the programme committee are laid down in Article 9.18 of the Higher Education and Scientific Research Act (WHW) and in the House Regulations for Programme Committees ESL 2024.
