Healthcare systems worldwide face complicated challenges. Policymakers want to retain or improve access to good-quality healthcare, but they also want to keep systems affordable for patients and taxpayers. Meanwhile, healthcare expenditure is increasing, demographics are changing, expectations are higher and expensive new treatments are becoming available.
What are the causes of the problems that systems face? What are possible solutions? This programme teaches you to take a multidisciplinary approach that combines the economic perspective with political science and legal thinking. You will discover how different countries balance efficiency and equity in their systems. You will also investigate the value of new drugs for patients and their consequence for societies and explore the interplay of economics and population health. Part of this is studying similarities and differences between higher and lower-income countries.
This master's programme is internationally oriented and attracts students from many countries.

Erasmus University Rotterdam's master's programme Health Economics, Policy & Law (HEPL) is intended for motivated students who wish to understand healthcare systems and health issues from different disciplinary perspectives. The Health Economics (HE) specialisation is a monodisciplinary programme that gives you in-depth knowledge of the concepts and tools for economic analysis of healthcare systems.
Students of HEPL/HE recommend our programme because of their international character. Our teachers are very approachable and easy to reach. Furthermore, we offer guidance to students with personal circumstances and strive to provide an inclusive, welcoming learning environment for all.
The HEPL programme and HE specialisation are both open to students with a bachelor’s degree in a related subject and/or with a sufficient background in economics or policy, on their way to a promising career in health economics and policy.
