Introduction
The Strategic HR Policy Advisor position is a crucial role within the HR department, in which strategic insight and analytical skills are key. As strategic advisor you support the HR Director and the Management Team (MT HR) in developing, monitoring and implementing a cohesive HR policy that aligns with the organization's mission and goals.
Job description
As a Strategic HR policy advisor you contribute to the development and implementation of the HR strategy and EUR-wide policies on relevant topics. You coordinate quarterly meetings with MT HR, manages the portfolio management and innovation budget, and generates reports for MT HR and other stakeholders on progress. In addition, you collect and analyze HR data and conduct research to provide valuable insights for policy development and improving HR effectiveness. In addition, from your role as policy advisor, you will strengthen data driven working.
HR Strategy
The current HR strategy focuses on 3 ambitions, 1) Great Place to Work, 2) Excellent HR Services, and 3) Catalyst for Improvement. All ambitions are reflected in the HR policies and projects being implemented. Inclusiveness, Leadership, measuring our employee engagement (HR analytics) and general HR advice EUR wide are key themes. See here for more information. Currently, the development of the EUR Strategy 2030 is also playing a major role. You will help translate this into the HR Strategy and shape it further.
- Advising on and maintaining the HR Strategy Portfolio management & HR innovation budget
- Communication and activation of the HR Strategy in cooperation with Marketing & Communication
- Further development of HR Strategy based on EUR strategy
- Advising MT HR on the HR operating model ('future fit HR')
- Keeping track of internal and external developments in the HR field

- Contributing to the development and implementation of the EUR Strategy
Support HR director and MT HR with
EUR Planning and Control cycle
- Bilo process (preparing agendas for bilateral meetings between Executive Board and organizational units MTs in collaboration with HR Business Partners / policy advisers)
- You contribute to the writing of the Erasmus Perspective / budget, by interpreting the key HR developments
- Providing input to the HR Director / MT HR for various forums, including at NL level (UNL), Academic Affairs, the General Administration Service, local consultation and participatory bodies
HR director
Positioning of HR and the HR director within and outside the organisation & communication advice and support in this regard
HR Projects and policy development
Project management and further development of People Analytics / employee research, i.c.w. other EUR departments, HR and organisational units.
Job requirements
As a Strategic HR Policy Advisor, it is important that you have communication skills, can easily switch between different levels and different people, and can connect on both content and relationship. Furthermore, we consider it important that you have the following qualities:
- WO working and thinking level, and analytical ability
- At least 5 years' work experience as an advisor, preferably in a large, complex organization with an international character
- Excellent language skills in Dutch and English in word and writing (at least C1 in both)
- Planning & organizing: you can translate strategy into a concrete, executable plan.
Have you previously worked at a university or in the academic sector? Then that is an advantage.

The start date of this position is 1 February 2025 and you will be based at campus Woudestein - Rotterdam in Human Resources (HR). This position is for 0.8 fte - 1 fte. The salary is dependent on your experience and knowledge and ranges from a minimum of € 4.537 to a maximum of € 6.209 gross per month Scale 11 on a fulltime basis (38 hours), in accordance with the CAO-NU. The contract is offered for a period of 1 year.

You are part of the Human Resources (HR) department, which consists of approximately 90 colleagues. The HR department is made up of the following teams: Advice, Services, Learning & Career Center (L&CC), Health, Safety & Wellbeing (HS&W), and a small staff (secretariat, HR Strategy, and HR Legal).
