The health insurance coverage in the Netherlands is the most comprehensive within the OECD. Only ten percent of the Dutch population over 18 years has opted for a voluntary deductible in 2013, while at the same time eighty-five percent of the population has opted for a voluntary supplementary health insurance. Research shows that this comprehensive insurance coverage increases healthcare usage (moral hazard), resulting in an increase in premiums and a decrease of the insurability of various healthcare services. Our research focuses on possibilities to counteract moral hazard through the introduction of saving for healthcare in combination with a voluntary deductible in both the basic and supplementary health insurance.
