A Road to Sustainable Universal Health Coverage (UHC) and the Effectiveness of Health Care Reform in Indonesia

Reforms are indeed still needed as many challenges remain in the implementation of UHC, especially how to increase coverage in the informal sector, tackling problems of adverse selection, improving healthcare service delivery, and reducing inequity in access due to vast geographical and socioeconomic inequalities.

Reducing inequities in health

The general theme of the project is to provide evidence to guide policies aimed at reducing inequities in health and health care in Indonesia. The first part of this project will attempt to analyse the trend in health equity because of socio-economic groups and geographical differences. The research question we want to answer is who benefits from public subsidies for health care in Indonesia? Are public health subsidies more concentrated among the rich or the poor?

The second part of this project is an impact evaluation in Performance-Based Capitation implementation. We want to assess does the structure of the provider payment system improve provider performance and healthcare utilisation. Moreover, how this provider payment reform improve healthcare access equity? This second part of the project will involve collaboration with BPJS-Kesehatan (Indonesian National Health Insurance Agency).
